Description: These funds are provided to the State and Territorial Highway Safety Offices based on an approved highway safety plan that details problem identification, performance measures, countermeasures and projects using identified countermeasures to help reduce crashes, injuries and fatalities resulting from motor vehicle crashes.

USACE Resilience Section 118 Of Water Resources Development Act of 2020 New Direct Federal Yes

Description: Pilot program to carry out feasibility studies for flood risk management and hurricane and storm damage risk reduction projects that incorporate natural features or nature-based features for rural communities and economically disadvantaged communities.

Eligible Recipients: In partnership with State, local, and Tribal governments, the Army Corps would use funding to carry out feasibility studies

Federal Cost Share: In general, studies are 100% Federally funded.

EPA Water Clean Water State Revolving Fund Existing Loan Yes

Description: Provides communities low-cost financing for a wide range of water quality infrastructure projects. Under the Bipartisan Infrastructure Law, 49 percent of Clean Water State Revolving Fund funds shall be eligible to be grants or 100 percent principal forgiveness loans.

Eligible Recipients: States initially receive funding, then provide funds to Water Utilities and/or Municipal and Other Eligible Entities. Tribes and Territories are also eligible to receive a portion of State Revolving Fund funds.

USACE Resilience Water-Related Environmental Infrastructure Assistance Existing Direct Federal Yes

Description: The program funds engineering and construction of authorized environmental infrastructure projects which provides safe water supply, waste disposal, and pollution control to cities and towns to protect human health and safeguard the environment.

Eligible Recipients: In partnership with State, local, and Tribal governments, the Army Corps would use funding to construct Federally authorized environmental infrastructure projects.

USDA Resilience Community Wildfire Defense Grant Program for At-Risk Communities New Competitive Yes

Description: Provide grants to communities at risk from wildfire to develop or revise their community wildfire protection plans and carry out projects described within those plans. It will include a mix of formula and competitive funds.

Description: The ReConnect Program offers loans, grants, and loan-grant combinations to build infrastructure and install equipment that provides modern, reliable, high-speed Internet service in rural America.

ARC Other Appalachian Area Development : Allocations to ARC States Existing Yes

Description: Program will provide Area Base Development Program grant allocations to ARC States for activities that help bring the 13-State Appalachian Region into economic parity with the Nation. Each State will operate its own competitive application process.

Eligible Recipients: States, local governments, non profits

Federal Cost Share: Maximum ARC share ranges from 30 percent-80 percent, depending on the county’s level of economic distress. Appalachian Regional Commission participation can increase the allowable Federal share up to 100 percent in a grant. Waivers are available in some circumstances.

Description: Grants for battery material processing to ensure that the US has a viable battery materials processing industry. Funds can also be used to expand domestic capacities in battery manufacturing and enhance processing capacity.
