USDOT-FRA Passenger and freight rail Consolidated Rail Infrastructure Safety Improvements Program (CRISI) Existing Competitive August 2022, NOFO expected for FY22 Yes Yes

Description: To fund projects that improve the safety, efficiency and reliability of intercity passenger and freight rail. Eligible uses include workforce development and training projects.

USDOT-FHWA Ports and Waterways Construction of Ferry Boats and Ferry Terminal Facilities Existing Formula TBD Possibly

Description: Provides funding for ferry services which are important links in the network of Federal-aid highways, and in many cases, are the only reasonable form of transportation.

Eligible Recipients: Eligible ferry operations

Federal Cost Share: 80% federal/20% non-federal. Waivers are not available.

DOC - NOAA Other Consultations and Permitting Existing N/A

Description: Funding for the National Marine Fisheries Service to conducts consultations with Federal action agencies under both the Endangered Species Act and the Magnuson-Stevens Fishery Conservation and Management Act.

USACE Resilience Continuing Authorities Program (Under Flood Control Act And River And Harbor Act) Existing Direct federal

Description: Funds eligible for small Army Corps projects, including $115 million for restoring fish and wildlife passage.

Eligible Recipients: The Army Corps will use this funding to plan, design, and construct small water resources projects.

USDOT-FAA Airports and Federal Aviation Administration Facilities Contract Tower Competitive Grant Program Existing Competitive April 2022, FY2022 NOFO closed

Description: Annual grants available to eligible airports for airport-owned airport traffic control tower projects that address the aging infrastructure of the nation's airports. Set aside from Airport Infrastructure Grants.

Description: The Army Corps to use this funding for operation and maintenance of its projects, including coastal and inland navigation projects.

USDOT-FRA Passenger and freight rail Corridor Identification Program New Competitive October 2022, notice requesting proposals expected Yes

Description: Will identify new intercity passenger rail corridors, develop the necessary service planning elements, and create a project pipeline for associated capital projects off the Northeast Corridor.

Description: Oversees activities performed under the IIJA and reports to Congress on the progress of Critical Infrastructure Security and Resilience Research program’s research and development activities.

DHS Resilience Cyber Response and Recovery New Funding triggered by Secretary's determination of a Significant incident Yes Yes

Description: Establishes the Cyber Response and Recovery Fund that the Cybersecurity and Infrastructure Security Agency can tap into in the event of a significant cyber incident when other resources are insufficient.

DHS Resilience Cybersecurity Existing Competitive Yes

Description: Researches, analyzes, and develops technologies to strengthen defensive cybersecurity capabilities in a spectrum of strategic technical areas to mitigate risk to the Nation’s critical infrastructure, Federal departments and agencies, as well as State, territorial, Tribal and local organizations.

DOI Water Dam Safety Program Existing Direct Federal Funding

Description: Reclamation's Dam Safety Program is in place to ensure reclamation dams do not present unreasonable risk to people, property, and the environment.

Eligible Recipients: State and local

Federal Cost Share: 85% Federal, 15% non-Federal, in lieu of project specific statute. Waivers are not available.

DRC Other Delta Regional Authority Existing Yes Yes

Description: Focus on public infrastructure improvements, workforce development, and business development.

Eligible Recipients: States, local, Tribal Governments (Federally recognized), public high edu, non profits

Federal Cost Share: Maximum Delta Regional Authority share is 100 percent for infrastructure projects in a distressed area or 10 percent for workforce development or business development projects in distressed or non-distressed areas. Delta Regional Authority participation can increase the allowable Federal share up to 100 percent in a grant. Waivers are available in some circumstances.

Denali Commission Broadband Denali Commission Broadband Funding Existing Competitive May 13, 2022 – Applications closed for FY2022 funding Yes

Description: Program to assist rural Alaskan communities in planning and build-out of modern broadband capabilities.

DOI Resilience Department of Interior Wildfire Management - Preparedness Existing Competitive, direct federal spending Yes Yes

Description: Funds a range of actions that helps the Federal government prepare to respond to wildland fire. These include hiring people, training them, tracking their qualifications, and planning our wildland fire response ahead of time. It also provides for the purchasing of equipment for early wildfire detection, real-time monitoring and radios to support interoperability with interagency partners; financial assistance to local communities to purchase slip-on tanks; and increases in firefighter pay and other firefighter workforce reforms.

USDA-RUS Broadband Distance Learning, Telemedicine, And Broadband Program: Broadband Loans Existing Loans Yes

Description: The Rural Broadband Access Loan and Loan Guarantee Program (Broadband Program) makes loans and loan guarantees to finance construction, improvement, or acquisition of facilities and equipment needed to provide high speed broadband service in eligible rural areas.

Eligible Recipients: Corporation; Limited Liability Company; Cooperative or Mutual Organization; A State or Local Unit of Government; Tribe or Tribal Organization.

USDA-RUS Broadband Distance Learning, Telemedicine, And Broadband Program: Reconnect Program Existing Competitive Yes

Description: The ReConnect Program offers loans, grants, and loan-grant combinations to build infrastructure and install equipment that provides modern, reliable, high-speed Internet service in rural America.

Eligible Recipients: Corporations; Limited Liability Companies and Limited Liability Partnerships; Cooperatives or Mutual Organizations; States or Local governments, including any agency, subdivision, instrumentality of political subdivision thereof; Territories or Possessions of The United States; and Tribes, as defined in Section 4 Of the Indian Self-Determination and Education Assistance Act (25 U.S.C. §450B)

EPA Water Drinking Water State Revolving Fund Existing Loans and grants Yes

Description: Financial assistance program to help water systems and States to achieve health protection objectives. States are required to give priority for the use of Drinking Water State Revolving Fund project funds to: Address the most serious risks to human health and assist systems most in need on a per household basis according to State affordability criteria. Under the Bipartisan Infrastructure Law, 49 percent of funds shall be eligible to be grants or 100 percent principal forgiveness loans.
